Practice Area
Mr. Lloyd’s practice involves all aspects of civil defense work, with a strong emphasis on civil rights, public sector tort defense, complex litigation, employment, and school law. After graduating summa cum laude from law school, Mr. Lloyd served one year as law clerk to Justice Richard B. Sanders of the Washington Supreme Court, where he assisted Justice Sanders in authoring over 25 majority, concurring, and dissenting opinions published in the Washington Reports. Following his clerkship, Mr. Lloyd joined the founding members of Patterson Buchanan Fobes Leitch & Kalzer, Inc., P.S. at the Seattle firm Lee Smart Cook Martin & Patterson, where he represented a wide variety of public entities, from counties, to cities, to school districts. Mr. Lloyd then relocated his family to Southwest Washington, where he served as an Assistant City Attorney for the City of Vancouver. While at the City of Vancouver, Mr. Lloyd focused his practice primarily on the City’s litigation, handling a wide variety of cases including personal injury, civil rights, employment, public records disputes, construction, appellate, and pension rights. In addition, he frequently advised his city clients on matters involving civil forfeiture, public works, risk management, open government, and the drafting of municipal legislation. He has appeared as either counsel of record or as amicus curiae before the Washington Supreme Court, Washington Court of Appeals, and United States Court of Appeals for the Ninth Circuit. Mr. Lloyd rejoined his original practice group at Patterson Buchanan in 2011 to aid in the firm’s expansion into Southwest Washington and Oregon.

Representative Cases
- ACI v. City of Vancouver – Defense of city in public works dispute. Plaintiff contractor claimed that the City delayed progress on a park development project and cost the contractor over $1.5 million in impacts. After several dispositive motions diminished contractor’s claim to nuisance value and subjected contractor to owing the City’s attorneys’ fees, contractor agreed to dismiss case and waive its right to appeal.
- Runnels v. City of Vancouver, 2011 WL 1584442, 2011 WL 5417157 –Defense of city police officer in claimed wrongful arrest and excessive force case. Plaintiff asserted that officer violated constitutional rights by running background check during traffic stop which led to discovery of outstanding arrest warrant. Plaintiff then claimed that handcuffing resulted in injury that led to surgery. Case dismissed on summary judgment.
- Hernandez v. Tanninen, 604 F.3d 1095 (9th Cir. 2010) – Involved appellate review through extraordinary writ of mandamus of district court order finding waiver of attorney-client privilege and work product immunity
- McAllister v. City of Bellevue Firemen’s Pension Board, 166 Wn.2d 623 (2003) – Appeared as amicus curiae (friend of the court) on behalf of WSAMA to argue in support of affirming Court of Appeals opinion involving the proper application of Washington’s pension laws. Court unanimously found in favor of the position advocated by Mr. Lloyd.
- Luke v. City of Vancouver, et al. – Defense of city in $10 million claim. Plaintiff claimed City wrongfully and negligently demanded alcohol treatment after alleged DUI, which plaintiff claimed led to liver failure and necessary transplant. Summary judgment granted and case dismissed.
- Barnard v.City of Vancouver, et al. – Defense of City in $4 million claim. Plaintiff fell off of city-owned trail down pre-existing set of concrete stairs, causing quadriplegia. Summary judgment granted and case dismissed.
- McCarthy v. City of Vancouver – Defense of City in $4 million claim of wrongful prosecution of alleged domestic violence. Summary judgment granted and case dismissed.
- Wilkinson v. Torres, 2009 U.S. Dist. LEXIS 8289 – Defense of police officer in wrongful death case arising out of officer involved shooting. Summary judgment in favor of Mr. Lloyd’s client was granted.
- Kammerer v. City of Vancouver, 2008 U.S. Dist. LEXIS 99859 – Defense of police officers alleged to have violated plaintiffs’ constitutional rights. Summary judgment granted.
- Fowler v. U.S. Nat’l Bank Ass’n, 2007 U.S. Dist. LEXIS 93544 – Defense of police officer in civil rights complaint. Case dismissed on summary judgment and affirmed on appeal (2010 U.S. App. LEXIS 898). On remand, state court awarded Mr. Lloyd’s client damages on counterclaim for frivolous suit.
- Watts v. Clallam County – Defense of county in premises liability claim. Jury returned unanimous defense verdict.
- Bakay v. Yarnes – Defense of county animal control officers in civil rights suit. Case dismissed after several dispositive motions.
- Bush v. Tacoma School District – Defense of school district in premises liability claim. Case dismissed on summary judgment and affirmed on appeal.
- Tolan v. State, et al. – Defense of County Clerk in defamation and civil rights claim. Case dismissed on summary judgment and affirmed on appeal.
