Practice Area

Tom Hutton's practice focuses on addressing the legal and policy needs of public sector clients, particularly in the area of public education, and on appellate advocacy. Prior to joining Patterson Buchanan, Mr. Hutton was a senior staff attorney for the National School Boards Association (NSBA), where he conducted amicus curiae (friend of the court) advocacy in appellate courts on public education issues nationally and provided support and resources to state school boards associations, local school districts, and the NSBA Council of School Attorneys, the professional association for attorneys who represent school districts. He served as editor of NSBA’s popular weekly school law e-newsletter, Legal Clips, and of Leadership Insider, a school law and policy newsletter for school district leaders. He has taught education law as an adjunct professor in the Seattle Pacific University School of Education's School Principal Certification Program.

Publications / Presentations / Speaking Engagements

Mr. Hutton has been a frequent speaker, writer, and news media source on education law issues. In addition to his articles in education periodicals on a range of legal topics, he is co-author, with Kirk Bailey, of School Policies and Legal Issues Supporting Safe Schools (2nd ed. 2008), published by the Northwest Regional Educational Laboratory (now Education Northwest). His broadcast media appearances have included National Public Radio’s “Talk of the Nation,” C-SPAN’s “Washington Journal,” C-SPAN’s “America and the Courts,” and FOX Television’s “Mike and Juliet in the Morning.”

Honors and Awards

  • Bar Association of the District of Columbia’s 2001 Young Lawyer of the Year Award, with three others, for work founding Thurgood Marshall Academy, a District of Columbia public charter high school created by a group of law students
